will have to be diverted.

In the present uncertainty we have set down a large total cost. But if the estimate is based on the pre-war cost of the Science building completed in 1941 and provision made for a seventy-five percent increase in the average cost of building in the period between the third and the tenth year after the re-opening of the University the total cost of building and work on the site might be put at about £600,000. This sum ought to provide fully twice the present teaching and residential accommodation.

The non-recurring grant for repairs of buildings, for re-equipping laboratories and for replacements of existing buildings by the end of ten years after the resumption of University work and an increase of residence for students and members of the staff, may be reckoned at between £730,000 and £1,130,000.

Staff.

The salary scales of the Irvine Committee have been adopted as a basis for an estimate under this head. A further proposal of that Committee commenus itself very strongly to us; that by which His Majesty's Government is asked, in place of making a grant to pay the salaries of all professors, to end ɔw. certain "basic professorships", to give the University a measure of protection against the not infrequent sudden fluctuations in Colonial resources. We suggest that the basic professorships for Hong Kong would be in English, Chinese, Mathematics, Chemistry, Physics, Social Science or Scial Economics and Physiology. An initial grant of £350,000 would be required to achieve this end.

The total of thɛ nɔn-recurring grant would then become a sum

between £1,080,000 and £1,480,000 but of this sum between £600,000 and £l million would be paid, in instalments between the fourth and tenth year after the University is restarted.
